since Nikon made ViewNX, they know exactly what the data coming from the camera is like, and can program it to handle things like image pre-sets. Picasa can decode the RAW data, but doesn't know what to do with the extra camera information. the camera also tacks on a bit of information about what image settings you used to take the shot, but that doesn't affect the main image data. RAW files are just that - raw data from the camera's sensor.
